On 2nd July 2009, a contract was signed by Howaldtswerke-Deutsche Werft GmbH (HDW), Kiel, a company of ThyssenKrupp Technologies, and MarineForce International LLP (MFI), London, for the delivery of six material packages for the construction of Class 214 submarines to Turkey.The value of the contract is estimated as 2,5 billion €. There is %80 offset agreement. The submarines will be built in Gölcük Naval Shipyard where 11 submarines of Type 209, were previously built.
The signing of the contract was the end of a long series of bureaucratic procedures that started in 2006
In all previous submarine productions projects, Turkish input was limited. But in the Type 214 production, many Turkish defense companies will supply their own systems.
- HAVELSAN will take part in creation of the command and control software of the submarines. With GENESİS project this company gained a lot of know-how for surface ships. With the Type-214 project they will also gain know-how of software integration and creation for submarine systems.
- Koç Savuma Sistemleri will develop an torpedo countermeasure system
- MİLSOFT will deliver Link11/22 data transfer software
- TÜBİTAK will supply their underwater telephony system and self-noice and other signature measuring systems
- STM will gain know-how in submarine construction and system integration.

GÜR class submarines have the same physical appearance and characteristics.A contract for a second batch of PREVEZE class was signed between the Turkish Navy and HDW at 22 July 1998. The construction of S-357 GÜR was started two days later.
Turkish Navy considers these boats as a separate class because of their advanced features. These are:
- A new fire control system integrated with the sonar
- New data links
- Improved target acquisition and tracking capabilities

Comments:
Improved and larger successors of ATILAY class submarines. They are being built locally with some German assistance.Diving depth is 250 m. The endurance of these boats is very good. Between 24 October 1997 and 3 February 1998 PREVEZE sailed alone from Turkey to Malaysia and back in order to show flag and to promote Turkey's ship building capabilities at the LIMA 97 Defense Exhibition.
Each submarine has one Mark 76 Attack and one Mark 76 Search periscope manufactured by Kollmorgen.
In April 1999 BAe (STN Atlas) DM2A4 heavy torpedo (40+ training torpedoes) was selected for cost of $40 million

Comments:
YILDIRAY, DOĞANAY and DOLUNAY are the first modern submarines build in Turkey. The others were build in Germany. The electronic systems have been modernized.Now a new modernization project for the Ay class has emerged. The oldest two boats will be decommissioned as soon as the first Type 214 submarines enter into fleet.
On 9 July 2000 ATILAY sunk the decommissioned BERK by one Mk23 shot.
